Do you need a HSE-Card (HMS-Kort) in Norway?

Are you compliant with Norwegian HSE-Card (HMS-Kort) regulations? In the Norwegian construction industry, the golden rule is absolute: no worker may set foot on a construction site without a valid HSE-card (HMS-kort). Failure to maintain this compliance leads to immediate project stops and significant financial penalties from Arbeidstilsynet (the Norwegian Labour Inspection Authority). Whether you are a main contractor or a sub-contractor, maintaining an up-to-date registry of cards for all personnel is a mandatory legal requirement for operational continuity.

Who Needs an HMS-Card?

Under the Regulations on the HMS Card in the Construction Industry, the requirement is strictly enforced to ensure transparency, prevent "social dumping," and maintain safety standards.

  • Who Must Carry One: Every individual performing work on a construction or installation site. This includes permanent employees, temporary staff, and self-employed contractors.
  • The Office Staff Exception: Administrative or office staff do not require an HMS-card unless they are physically present on the work site on a regular basis. If their role requires frequent site visits (e.g., project managers, site supervisors, or engineers), they must hold a valid card.

Validity and Ordering Process

Compliance requires managing two types of documentation: the temporary digital proof and the physical identification card.

  • Temporary Digital Card: Valid for 60 days from the date of ordering. Sent via email to the employee.
  • Physical HMS-Card: Valid for 2 years from the date of issue.

Operational Strategy: Maintaining Compliance

To minimize organizational friction and prevent project delays, enterprises should implement a structured internal compliance procedure for site access. This includes:

  • Pre-Site Onboarding: Integrate the HMS-card application as a mandatory step in the employee onboarding process before they arrive in Norway.
  • Centralized Registry: Maintain a digital database of card expiration dates for all active staff to trigger renewal notifications at least 30 days in advance.
