Blue Whale Consulting was born out of necessity. While working in HR at a foreign construction company newly operating in Norway, our founder, Rafael Francisco, experienced how complex and demanding the Norwegian regulatory and labour landscape, could overwhelm even the most ambitious businesses.
But the real challenge wasn't the regulations themselves. It was the lack of transparency, unclear communication, and the absence of reliable, timely answers from existing consulting firms. Companies weren't just struggling with regulations, they were struggling to find a partner they could actually trust.

We created Blue Whale Consulting to be the bridge Rafael couldn't find. Our goal is to provide small and medium sized international companies with a solid foundation in the Norwegian market.
